Need for Public-Private Partnership in the Indian Higher Education and the Proposed Models under the Twelfth Five Year Plan

Abstract:

Higher Education is considered to be the most crucial power for Development of any Economy. It empowers the human resources to choose a relevant career option based on the industry requirement. It generates employment and contributes to the wealth creation of a nation. The study aims at giving an insight to the Higher Education structure of India. The author has explained the focus areas of the twelfth five year plan (2012-17) and the challenge of increasing Gross Enrollment rate. Gradually the study focuses on the importance on Public private partnership. The author evaluates the four models suggested by the K.B, Powar committee appointed by The University Grants commission. Finally the advantages and disadvantages of each proposed model are evaluated with respect to its impact on the various focus areas of the twelfth five year plan which are Access/ Infrastructure, Equality, Quality/ Excellence, Governance & Financing. Simultaneously the characteristics and the relevance of each model are also highlighted.
